This Blog is as a formal complaint into what it seems as a Corruption in a bidding process prepared by the City of Yonkers which was intended to benefit only one company AMERICAN ALTERNATIVE FUEL located in West Coxsackie, New York.
As several of the bidding company already complaint to the City of Yonkers and its Mayor Mike Spano in the specifications of bidding 5768 which is Conversion of city vehicles to propane you will see that who ever filled out the requirements did so by just copying and pasting American Alternative Fuel (AAF) system specifications, this is an unfair and illegal practice by the City of Yonkers in violation of the Federal and State Antitrust Act. The bidding should be open for any system which complies with EPA Certification, CARB Compliance, NFPA 58 and ASME Standard for the LPG Tanks. Now the question is IS THE SYSTEM FROM AMERICAN ATERNATIVE FUEL EPA CERTIFIED AND ARE THE EPA CERTIFICATE CURRENTLY ISSUED TO AMERICAN ALTERNATIVE FUEL VALID? THE ANSWER IS NO!!! THE REASON IS THE FOLLOWING:
American Alternative Fuel was the exclusive distributor of PRINS-Prins Autogassytemen BV a distribution that was canceled to American Alternative Fuel for non payment as they owe over $500,000.00 dollars to that Company. When American Alternative Fuel obtained all of their EPA Certificate they did so with the use of the PRINS SYSTEM and when PRINS canceled their contract of distributorship American Alternative Fuel replaced the PRINS SYSTEM for a cheaper Polish Brand AUTOGAZ CEMTRUM http://en.agcentrum.pl/?d=115 ZENITH PRO, a system which cost less than $426.00. NOW THE BIG PROBLEM IS that American Alternative Fuel NEVER TESTED THEIR EPA CERTIFICATE WITH THE NEW SYSTEM WHICH WERE TESTED USING PRINS. American Alternative Fuel is now selling a cheap system which does not comply with EPA or NFPA 58 and making people believe that that system is EPA CERTIFIED.
The other issue is that you required the EPA Certification of the vehicles to be converted and the company you are favoring has all outdated certificates that needs to be re-certified as that favorite company has since changed its systems from PRINS, which was the system originally used to obtain the certification to AUTO GAZ ZENTRUM ZENITH which is a system that has never been tested or certified. They are trying to retrofit the city vehicles with a system which is not the one used to obtain the original certification.
It is a shame that by the way the RFP or Bid is written it has AAF signature al over it.
We would like you to be fair and if the bidding is going to go ahead, that we all be treated with the same opportunity.
